Budget Cap Adjustment -- Decrease Budget Cap

Description: 

Paul, R-Ky., substitute amendment to the Bipartisan Budget Act that would establish enforceable budget levels in the House and Senate for fiscal 2020 through 2029. Specifically, it would establish a budget cap of $3.44 trillion for mandatory and discretionary spending in fiscal 2020, and establish annual budget caps through fiscal 2029 at similar amounts, none of which would exceed $3.5 trillion. It would also increase the public debt limit by $500 billion if Congress refers to the states for ratification a "balanced budget" amendment to the Constitution that would require that federal outlays not exceed revenue, include a spending limitation as a percentage of gross domestic product, and require tax increases to be approved by a two-thirds vote in both houses.
