Paul, R-Ky., substitute amendment no. 1 that would replace the budgetary levels set by the concurrent resolution through fiscal 2030, including to generally increase revenues, reduce new budget authority and outlays, and gradually reduce the deficit to reach a budget surplus in fiscal 2026. It would modify the resolution's reconciliation instructions to direct 14 Senate committees to recommend legislation that would reduce the deficit by certain amounts. Among other provisions, it would make a number of adjustments to the budget process, including to require a five-eighths majority vote to waive budgetary points of order.
