Coronavirus Relief Budget Reconciliation Package -- Motion to Waive

Description: 

Tester, D-Mont., motion to waive all applicable sections of the Congressional Budget Act with respect to the Sanders, I-Vt., point of order that the Tester amendment no. 1197 to the Schumer, D-N.Y., substitute amendment no. 891 to the bill violates section 313(b)(1)(d) of the Congressional Budget Act. The amendment would require the president, within 60 days of the bill's enactment, to review and approve a permit for the Keystone XL pipeline, if the president determines that the project would create construction jobs and increase tax revenues in communities that have been economically impacted by COVID-19. It would nullify the January 2021 executive order revoking the permit.
