Carper, D-Del., for Scott, R-Fla., amendment no. 2338 to the Schumer, D-N.Y., for Sinema, D-Ariz., substitute amendment no. 2137 to the bill that would prohibit funds provided by the bill from being disbursed or obligated unless the Congressional Budget Office certifies, within 45 days of enactment, that such funds would not result in an increase in inflation -- or specifically, an increase in any fiscal year to the CBO's most recent 10-year baseline forecast for the consumer price index for all urban consumers. If the CBO does not make the certification, it would require the funds to be transferred to the Treasury Department general fund to be used only for deficit reduction.
