Fiscal 2023 Omnibus Appropriations -- Two-Thirds Majority for Budgetary Points of Order

Description: 

Paul, R-Ky., amendment no. 6561 to the Schumer, D-N.Y., for Leahy, D-Vt., amendment no. 6552 to the bill that would require a two-thirds majority vote of total Senate membership to waive budgetary points of order in the Senate, or to sustain an appeal of the ruling of the chair on a budgetary point of order. Existing rules require a three-fifths majority, or 60 votes, to waive budgetary points of order.
