Passage of the bill that would expand the Veterans Affairs Department's (VA's) ability to fire employees for misconduct, would provide three new options for appealing VA benefits decisions, and would modify the disciplinary process for Senior Executive Service employees at the VA. The measure would authorize the VA to recoup any bonus paid to a VA employee if the VA deems it appropriate, and would require the employee to be given advance notice and the right to appeal the decision. The measure would also set the punishment for whistleblower retaliation at the VA as a minimum of a 14-day suspension.
