Passage of the bill that would expand the Veterans Affairs Department's ability to fire, demote and suspend employees for misconduct or poor performance. The measure would authorize the VA to recoup any bonus paid to a VA employee if the VA deems it appropriate, and it would require that the employee be given advance notice and the right to appeal the decision. As amended, the measure would require that annual performance reviews for supervisors at the VA include evaluations on the supervisor's ability to address poor performance among their employees and would require the VA to provide supervisors with periodic training related to whistleblower rights and effective management techniques.
