Harbor Maintenance Fund Caps – Passage

DeFazio, D-Ore., motion to suspend the rules and pass the bill that would adjust discretionary caps for expenditures from the Harbor Maintenance Trust Fund, establishing annual cap adjustments based on the balance of the fund at the end of the fiscal year two years prior. Under the bill's provisions, amounts appropriated from the fund to be used for harbor maintenance and operations would not be subject to regular discretionary spending caps. It would also require the annual Treasury Department report on the fund to include a description of expected expenditures to meet the navigation needs for the next fiscal year.
