Energy Policy Overhaul -- Regulatory Limits

Sullivan, R-Alaska, amendment no. 2996 to the Murkowski, R-Alaska, substitute amendment no. 2953, that would prohibit an agency from issuing a rule until the agency has repealed one or more existing covered rules, and the cost of the covered rule is less than or equal to the cost of the covered rules repealed. The substitute would, among other provisions, repeal a number of additional studies and programs.
