Hoeven, R-N.D., amendment no. 3811 to the Alexander, R-Tenn., substitute amendment no. 3801 that would prevent the Army Corps of Engineers from using funds under the bill, or appropriated by future Energy-Water spending bills, to implement or enforce the EPA and the Army Corps of Engineers' "waters of the United States" rule regarding which bodies of water are subject to federal regulation under the Clean Water Act. The substitute amendment would provide fiscal 2017 funding for energy and water development programs.
