Major Rules Approval -- Existing Rules

King, R-Iowa, amendment that would require each agency annually, for 10 years, to submit to Congress for review at least 10 percent of the agency's existing rules, and would sunset certain rules if Congress had not approved them within 10 years of the bill's enactment.
