Fiscal 2017 Budget -- Substitute Amendment

Paul, R-Ky., amendment no. 1, that would gradually reduce the authorized level of the budget deficit until a budget surplus is required in Fiscal 2024. The substitute amendment would maintain the underlying bill's reconciliation instructions, which are expected to be used to repeal portions of the 2010 health care overhaul (P L 111-148, 111-152).
